When I add the IE11 Mode to a certain domain in Edge then I would expect that the mode will turn off when I open a link to another page from that domain.
Instead it stays in the IE11 Mode when I open a link from that Domain?

If you have a domain such as https://learn.microsoft.com added then all pages under the learn.microsoft.com domain will be loaded. This would not apply to answers.microsoft.com as an example then.

Here's an addition to @Dillon Silzer 's answer: If you want IE mode to turn off when you open the "another page" you've mentioned from that domain, you need to regulate the "another page" to be opened in "MSEdge". It requires you to have a site list for IE mode, and edit the <open-in> element into <open-in>MSEdge</open-in>.
Any chance to achieve it with local settings?

Yes, but maybe slightly different from what you've expected. This requires an access to GPO. You'll have to enable this policy and then you'll find an option called Open sites in Microsoft Edge in the "More tools" menu. Select that option on any site that you'd like to view in Edge mode.
