  1. Windows Server Standard 2019 as NPS
Windows Server Essential 2019 as VPN (authenticates through Server Standard)
    • In NPS for successful authentication via user & password using a Wi-Fi router in Enterprise mode, You must use the certificate ending in CA on Windows Server Running NPS. In NPS, expand Policies, right-click Network Policies, under Constraints tab, click Authentication Methods. Make sure EAP type EAP (PEAP) is only selected; because if using the external domain certificate, devices that don't ask for CA type will not be able to connect. Click edit for EAP (PEAP), select the certificate ending in -CA. Leave everything else, including with (EAP-MSCHAP-v2) in the window as default and click OK.
    • For VPN, SSTP for Windows devices can authenticate; but L2TP will not as a Processing Error.
  2. Windows Server Standard 2016 as NPS
Windows Server Essential 2016 as VPN (authenticates through Server Standard)
    • All devices will authenticate through NPS.
    • For VPN, SSTP and L2TP on Windows PCs will authenticate successfully. I never tried on Linux devices because of setting complications.
Therefore, Windows Server 2016 runs stable while Server 2019 has bug issues.
  3. Windows Server 2016 Standard as NPS
Windows Server 2019 Essentials as VPN (authenticates through Server Standard) Same problem for VPN listed as number 1.

There are no workarounds and troubleshooting on client devices. Its the Server 2019 issues that need to be investigated by Microsoft.

If you want microsoft to see this you can report it as feedback here on uservoice.

or the better option is to call it in to product support. Support calls are always free for confirmed bugs.
