taggig for particular region from different resource groups

I have VM in east region in the respective resource group
I have another VM in same east region in another resource group

I want to get the list of VMs in the east region from those 2 resource groups
How do I make tag for this?

Can you please elaborate on what do you mean by making tags?

My understanding is that you have 1 VM in RG1 and 1 VM in RG2. Both are in East US region. You would like to get a list of VMs in East US region across resource groups but in the same Subscription.
