If the user doesn't have an Exchange license already and the admin has yet to assign the Exchange Online license, the user won't be able to schedule meetings in Teams and may be missing other Teams functionality. So May I first confirmed with you if you have assigned the exchange online license.
In addition, you could kindly confirm at the Teams Admin center, Teams apps, setup policies, and check if the calendar is there.
