    Hello @Sarika To enroll devices at Intune you Need any Intune license include in:

    Microsoft 365 E5
    Microsoft 365 E3
    Enterprise Mobility + Security E5
    Enterprise Mobility + Security E3
    Microsoft 365 Business Premium
    Microsoft 365 F1
    Microsoft 365 F3
    Microsoft 365 Government G5
    Microsoft 365 Government G3
    Intune for Education

    For Q1: Please refer to SidneiBrando's answer.

    For Q2: Device-only license is supported in Android Enterprise dedicated enrollment.

    And when a device is enrolled by using a device license, the following Intune functions aren't supported:
    Intune app protection policies
    Conditional access
    User-based management features, such as email and calendaring
    So, it is not suggested to use device licenses.
