I believe that you have selected the option: "I confirm that I have an eligible Windows 10 license with multi-tenant hosting" during the deployment. This requires later to have that kind of subscription.
Client OS licenses have never been available as part of the VM price in Azure, only Server licenses. If you wish to use Windows 10 VM's you will need to bring your own licenses. You need Windows 10 Enterprise E3/E5 per user or Windows Virtual Desktop Access per user (User Subscription Licenses or Add-on User Subscription Licenses), Multitenant Hosting Rights for Windows 10 licenses.
If you need just a "normal" Windows 10 license you should pick the a "normal" Windows 10 image for the VM. This way the Windows 10 license is included in the price of the Azure VM.
