Security risk concern on wlbsctrl.dll

Hello. My host server is installed with window 2012 R2 OS.
My internal security team suspected the "wlbsctrl.dll" that is a malicious DLL due to lack of digitally signed by Microsoft.
Since we need wlbsctrl.dll to handle the load balance job for the application, the dll could not be removed at the moment.
Therefore, I would like to know:

  1. Is the wlbsctrl.dll a native product from Microsoft OS?
  2. is there any version of wlbsctrl.dll is digitally signed by Microsoft?
  3. If wlbsctrl.dll has potential security risk, any workaround solution to remain the load balance function without using wlbsctrl.dll?

    This is not a recognised dll in any documentation that I can find. I suggest that you remove and reinstall the load balancing role on the server and then make sure the server is fully up to date.
