condittional formatting

Question

my data in excel is like that,

  cell A  

0000000000000 (13 Digits)
after entering data its shows like that
00000-0000000-0 (15 Digits)

I want that when someone enters data in cell A with more than 13 digits it restricts (data validation) to enter data and if data enter more than 13 digits or less than 13 digits it automatically colors this cell.
