Blazor Webpage with CSS displays differently if VS2022 opens Chrome vs if I paste the URL in a separate Chrome browser window. How can that be?

The issue might relate the browser cache, try to clear the browser data (cache, cookie and so on), then check whether they are display the same CSS style. Or you can use F12 developer tools to check the html elements and the relates CSS style.
If this issue still happens, try to create a minimal, complete sample to reproduce the problem, then share it with us via the Github, then we can try to help you narrow down the problem and fix it.
