Swap button greyed out on Azure app service slot

Up till recently I would always deploy my app to an app service slot, and then click the 'Swap' button in the azure portal to swap the slot with the actual app.
Ever since last week, the swap button is always greyed out on the slot. Why would that be?
Strangely enough, I can use the swap button on the actual app, but not from the slot.
This used to work for sure.
What are the reasons why the swap button would grayed out?

2022-11-17T12:20:45.243+00:00 Thanks for reaching here! Could you please confirm which App Service plan tier you are using as there are different number of deployment slots supported for every tier.
To find out the number of slots your app's tier supports, see App Service limits.
Also if you scale your app to a different tier, make sure that the target tier supports the number of slots your app already uses.
Further suggest you to clear cache/cookies ; sign-out and re-login to azure portal, test in different browser to see if helps.

2022-11-17T22:48:06.077+00:00 Regarding the tier, how is this relevant anyway? We already have the slot and it shouldn't matter how many are created.
If you must know, we are on Premium v2 so we can create up to 20 slots but we use only 1.I tried clearing the cookies and even using an incognito window. No luck.
That sounds more like shots in the dark than an actual solution here.
Can you please let us know the actual conditions that can cause the swap button to be greyed out? Have these changed recently?BTW, clearing the cookies? Really? It's 2022. That doesn't give much confidence in the azure portal team if they still ask for for users to clear cookies. A problem that has been solved by all quality web apps for at least 15 years....
