How do I go about publishing and hosting a web application (ASP.NET Core Web API) to Azure app service to make it accessible to anyone with the link.

From the existing information on the picture, it is temporarily impossible to determine whether it is build failed or publish failed. So please set according to the figure below to get more information during the build process.

Follow the training here. You need an existing Azure subscription but otherwise the publishing wizard will walk you through publishing to Azure.
