Microsoft Visual Studio Emulator for Android is not installing on my new Dell 8950 Windows 11 Home. 8 GB RAM.

I have tried turning on/off Hyper-V in Windows Features.
I installed .Net 3.5 in Windows Features. No improvement.

Any other suggestions?

I notice that you mentioned you are using Windows 11 Home, but the error log do say

i000: MUX: Stop Block: WindowsEditionBlocker: This computer does not support the Visual Studio Emulator for Android, which requires a 64-bit Windows 8/8.1/10 Pro/Enterprise edition or Window Server 2012 or above and a computer that supports Hyper-V.

So the reason is your machine does not support the Visual Studio Emulator for Android, and the key of the issue should be not using the correct Windows OS edition.
