I would like advice on which ASP.net framework would be most appropriate to use for a web application that needs to be able to deliver the following basic functional requirements:
1) Full Cloud Deployment.
2) Have a portal login with identity authorization - Super Admin, Admin, User.
3) Perform basic CRUD operations with SQL Azure data store display / update / delete a Legal Register on the front end (display Laws for environmental compliance.
4) Allow user to track compliance actions (eg. leave a comment next to applicable law in legal register with steps taken to comply.
5) Able to integrate with Power BI.
Any adivice on the best ASP.net Framework and or system design / system architecture as a starting point and advice on resources to follow would be immensely appreceated!

Agree with Bruce, you can create an Asp.net 6/7 Razor or MVC application to achieve the required functional:
For the Cloud deployment, after developing the application, you can host the application on Azure App Service.
For the Login and authentication, you can use Asp.net core Identity.
For the CRUD operations, you can choose EF core.
To allow user to track compliance actions, do you mean you want to add logging.
To integrate with Power BI, refer to Tutorial: Embed a Power BI report in an application for your organization

Asp.net 6 with razor pages is probably the best choice.
Power bi requires azure ad authentication, so not sure why the web app would not use the same. Just look at custom claims.
