Open and Save As dialog boxes superimpose over other windows

Hi there!
I am struggling with file and save dialog boxes that superimpose over other windows and context menus under Windows 11, Version 10.0.22621, even though the later are loaded after the file and save dialog boxes (see this screenshot below for illustration). I would like to work those boxes as before, i.e. fall into the background when other windows are opened. What could cause this behaviour and how to get back to the default one?

    This is a behavior by design.
    In such a case, open start and search for feedback and open the Feedback Hub app and file a report and explain about the issue and steps to reproduce it and what you expect to be changed.
