For Microsoft 365 Business Basic, the Admin Exchange does not have the Admin Role permission for Application Impersonation.

What other plans inlcude that?

As michev said, the functionality is supported for every Exchange Online plan, apart from kiosk.

Every plan which includes Exchange Online, apart from Kiosk/Frontline plans. Refer to the Service Description documents for more info: https://learn.microsoft.com/en-us/office365/servicedescriptions/exchange-online-service-description/exchange-online-service-description#features-available-to-some-plans
Business Basic DOES include support for EWS and impersonation.

Office 365 Exchange does not include Application Impersonation in the admin role.

No plan includes the Application impersonation permissions "in the admin role" by default mate. This doesn't mean you cannot ADD them, when needed. The functionality is supported for every Exchange Online plan, apart from kiosk, as clearly indicated in the official documentation above.
