Hello,
My mistake I selected the default service tier for Azure SQL database for adventurework db due to which I was billed around $160 and coming charges are the same. Once I realized I changes the service plan. I never use that service tier. Is there anyway to request refund and\or waive future bill ?.

If I understand correctly you want if there is a way to refund future bills on the service you have created by default.
I recommend you create support for billing related and it is Free support. Please refer to this link here

Same problem i am facing, and there is no option of (Refund Request) in problem type
