When logging at https://aad.portal.azure.com i see a tenant i created while learning how to use the service but I don't have access to it.
How can recover the access. I have the tenant id, and there are no safe back up accounts available.

What is the error message you get when you access https://add.portal.azure.com ?
Does it prompt for MFA or you have configured any conditional access policies which has locked you from accessing this portal ?
