As the title, I have edited the windows system variables, but the error still occurs when I cd

Did you run cmd as admin ? as the variable seem to not set itself.
In the first printscreen I see an error in gopath, it finish with a ;
If you try cd %GOROOT%, or any other, does it work ? I ask as other directory seem ok without the ;
I would advise to run cmd as an admin and set the correct system variable correctly, not user's one.
Yes, I have run "powershell" and "cmd" as administrator, 'try cd %GOROOT%' it doesn't work in your answer. Any other path will be able to use the 'cd' command. I have set the correct system variables and restarted my computer, but it still gives the error.
I come back to my answer, the ; is a error in the path, it cant work in a command. 
Check the image, I tried to go in c:\windows and it work, and in c:\windows; it give an error. Your path set is not ok
When I use 'cd c:\windows' and 'cd c:\windows;', they are all pointed to c:\windows normally, I try to create the same system in vmware, they also correctly point to c:\ windows
Now I use 'echo %GOPATH%' and 'echo %gopath%', but it doesn't point to the path 'd:\work\go', but I have set the system variable and restarted my computer.
You have 2 separate problems.
In a command prompt, the CD will fail because you have the extra ";" appended on to the GOPATH variable. Your example works in PS because the ";" character is the statement delimiter.
In a Powershell prompt, you are using the cmd/bat syntax for referencing the GOPATH environment variable. Replace %GOPATH% with $env:GOPATH.
The answer as provided by @Philippe Levesque is to remove the trailing ";" from the GOPATH variable.
Now I edited this system variable, but it is still reporting the same error.
Now even the 'cd or echo' system default variable 'windir' still reports an error.
That is the second problem that I explained. You are using the cmd prompt syntax in a Powershell prompt. That will not work.
Don't use %windir% or %GOPATH%. Use $env:windir or $env:GOPATH.
