Hello together,
we are using a COPE Intune enrollment.
For some time now, when enrolling in Outlook, we get the error message:
Activate device admin app
But after that outlook can not be finally set up.
Do you have any ideas?

From your description, I know you have enrolled an Androdi Enterprise Personally owned device into Intune. And when we sign in outlook with the Azure AD account, we get a prompt "Activate device admin app". But after we activate it, the outlook can still not login. If there's any misunderstanding, feel free to let us know.
To calrify our issue, please help to collect the following information:
- For this affected device, after we activate it, the login is still failed. Could you let us know if we get any error? If yes, please get a screen shot of it.
- Please find an unenrolled device, try to login the same user account in outlook to see if it can login.
3, Was any Android related Intune policy deployed to this user or device?
Please check the above information and if there's any update, feel free to let us know.

The activation in Intune works very well without problems only during the initial setup for outlook we get the error message Activate device admin app - Please find an unenrolled device, try to login the same user account in outlook to see if it can login.
That works. It is only about the initial setup for outlook in the company area - Was any Android related Intune policy deployed to this user or device?
Yes we use the Intune Device guidelines
Strangely enough, it sometimes works after several attempts. With other users it works without problems.

From your description, it seems the issue only occurs with one user. Could you check if the user has app protection policy assigned? Was outlook added into the app protection policy?

The policy for outlook also arrives at the device. App protection is also activated. -
