    If I understand correctly you want to know if Restore the database with TDE BYOK in MI to another subscription.
    Yes, to restore databases that are encrypted with TDE BYOK, the destination instance must have access to the same key used to protect the source database.
    You can also check on the recently announced on Cross-Subscription PITR last week and it does support BYOK scenarios. https://learn.microsoft.com/en-us/azure/azure-sql/managed-instance/point-in-time-restore?view=azuresql&tabs=azure-portal
