Excel cannot display UTF8 Data

Hi,

When i export some data in UTF8 format from a third-party software to excel.
It cannot display the UTF8 data(for example Vietnamese font) , but in third party software is no issue.
I had tested to set the language to Vietnamese it also cannot show the data.

May i know that is there any way we can change the encoding for the data after the data already display in excel? (we know that if manually import the file, we can set the encoding)

Environment: Win10 Pro Eng, installed with English and Vietnamese language

Standards and formats: English(US)

Encoding of source data : UTF8

Microsoft 365 and Office Development Other
Microsoft 365 and Office Excel For business Windows
