runtime error 429 running an excel file

hello
we have an excel with macro one of the user when she try to run the macro get error 429
when i do debug the line i see is :
Set OwordDocument = New WordDocument

so word don't open
its working on other user pc also if i log as her on a different pc its also working
very strange behavior

    can i upgrade it to 2021 or i should uninstall reboot and install the new version ?

    hello
    i uninstall office 2016 reboot reinstall office 2021 ltsc
    the same issue occured
    im using sara now to uninstall 2021 i can see only 2019 so i run that
    i will reinstall and let you know the result
