I met the same problem. And I found out that the user did not have the permission for the Resource Group containing the Storage Account for the CloudShell.

    1. Find the Resource Group
    2. After the Owner of the Resource Group assigned proper roles of the Resource Group to the user, the user could create the Storage Account and initiate the CloudShell.
