This issue cannot be reproduced from my end. Please check as following to narrow down the issue:
- Go to Central Administration –> Manage Service Applications and make sure the State Service is running also check the Associations, if it is associated with “Default” change it to “Custom” and save.
- Please check SQL server State Service database, restarted the SQL server.
- Please check your SQL free space, probably related to it.
