outlook Error , while reciving any Email

Rules for incoming and outgoing mails have been created in Outlook. For several months, the account has received a rule error message for every single e-mail that is received. See screenshot.

when i recieve any Email from any one , i get the Email at the First , and after 1 minute , i get this Error **( **Client action required by the server
The target order was not found. It may have been deleted or be in a .pst file that Outlook cannot open)****

1) i deleted the all Rules , then No problem i get the Email and No Error more , but i need to the Rules , then I set up the Rules again then i get again this Error .

2) i created a new Profile for out look , but still have the same problem .

my Goal is : i need to recive emails only , i do not want to get any Error , and at the same time i need my existing Rules , deleting the Rules is not optional

    For further confirmation, please provide more detailed information:

    1. What is the rule you created?

      1. What type of account are you using? Is it an Exchange or IMAP or POP3 account?

    Given current case, it is recommended you use the following troubleshooting:
    Make sure you are using the latest version of Outlook. (File > Office Account > Update Options)

    Please also try starting Outlook in safe mode to see if this issue continues. Press Windows key + R to open the Run command, type outlook /safe and press Enter. This will help determine if the issue was caused due to problematic add-ins.
