"Logon as a service" permissions are Windows permission and not SQL permission, so to grant this, your user account must have the right to grant this permission at an OS level.
If this workstation is your machine... then you are responsible for those permissions on your own, BUT if this machine is your work environment, your employers IT department is responsible for granting those permissions to your user... maybe they won't allow every user in their domain to grant that permission...
So I would suggest - if it is your work env. - ask your admin team to assist you with this... maybe it is an easy thing like "run as administrator," or they have to grant you additional permission to run/install that application.
