Windows Embedded Standard 7 - Second NIC on Private Network "Unidentified Network"

Hello,

We has a system that is running Windows Embedded Standard 7. The system has 3 network ports and we need to use two of them. The first on will be on our house network and be getting a DHCP address. The second will be on a private network with the following static IP Info:

IP: 10.10.0.25
Subnet: 255.255.255.0
Gateway: 10.10.0.254

The issue I am having is when I reboot the system the second NIC always shows up as "Unidentified Network" and as a "Public Network". I need this network to be a "Work Network" so I can set different Windows Firewall Rules for Public vs Private networks. We need to only allow specific traffic to pass through the Public (or house) network, but to leave the Work (or private) network fully open.

If I unplug the House network, wait a few seconds and then plug it back in, the Private network changes name to "Network" and then becomes a Work network. If I then reboot the system the private network reverts to the "unidentified network" state.

I can also reproduce this issue by unplugging the house network, then plugging it back in to the private network to change. Then if I go into the private network NIC and remove the Gateway it reverts to the "unidentified network" state. This makes me think that the system is not seeing the private side gateway on reboots.

So, I guess my question is how (if at all) do I fix this? Is there some way to get Win 7 to accept that each NIC has a separate gateway and allow them both come up correctly?

By the way when the private NIC is in the "unidentified network" state the "Public Network" link is grayed out. So I can't change it to work network.

    To change a Wi-Fi network to public or private

    Select Settings > Network & internet > Wi-Fi. On the Wi-Fi settings screen, select Manage known networks, and select the network you're connected to. On the Wi-Fi network screen, under Network profile type, select Public (Recommended) or Private.
