Lost mobile phone, no access to phone number or Authenticator, have account password but cannot log in. How to remove 2FA without access to 2FA?

Hi,
I lost my mobile phone. I can no longer use the number to receive verification SMS or use the Authenticator, as they were both on the old phone.
I use my outlook/hotmail account to log in to my computer and OneDrive locally, but cannot log in from any other device without the 2FA (Two Step Verification/Authentification). This is annoying as I cannot access my emails or files on my new mobile phone.
I try to remove the old 2FA, but each time I try to access Account Security to do so, it asks for 2FA verification, so I am stuck in an endless loop!
Is there no way around this? This problem seems more common than you would think, so why has it not been solved?
How can I remove the old phone number and Authenticator from my lost mobile so I can add my account to my new mobile?

    You can restore from backup (assuming there was one) but make sure no accounts have been added to the newly install app. Then sign on with recovery account to do the restore.

    You can recover your account credentials from your cloud account, but you must first make sure that the account you're recovering doesn't exist in the Microsoft Authenticator app. For example, if you're recovering your personal Microsoft account, you must make sure you don't have a personal Microsoft account already set up in the authenticator app. This check is important so we can be sure we're not overwriting or erasing an existing account by mistake.
