Based on my research and testing, you are right. SharePoint 2016 administrative operations local log files are in the GMT (currently known as Coordinated Universal Time (UTC)) time zone.
Currently, regardless of the setting, the time stamp for each W3C Extended Logging log record is UTC-based. So, May I know what exactly is your idea of wanting to change the timestamp to a certain time zone you mentioned? Can you elaborate?

can someone help to advise for the timestamp for SharePoint 2016 Administrative actions local log file, is it in GMT by default? Is there any way to change the timestamp to a certain time zone?
