Hello there,

It seems there is no official information yet on this topic.

I found the below description on the thread with similar discussion. RSAT is currently in maintenance mode and is available as Feature on Demand (FOD) on x64 platform. Our recommendation to Windows on ARM customers at this time is to use Windows Admin Center, a browser-based management tool that has all the features typically needed by IT admins.
