I can't create a free account in Azure.

Question

I started studying for the az104 exams, however, I can't create a free azure account. I created 3 different emails with different credit cards, in addition to the cell number, however, in all cases it has the same message: "You are not eligible for a free Azure account". I also tried to create with another home address to see if it would work, but it didn't. My wife also tried to create the account with her email, but she gets the same message... can anyone help me?

To resolve this issue, double-check whether the following items are true:

• The information that you provided for your Azure account profile (including contact email address, street address, and telephone number) is correct.
• The credit card information is correct.
• You don't already have a Microsoft account that uses the same information.
