Issue scheduling a block of Tasks in MS Project

I have a group tasks:

  • Task A: Prepare for Event #1
  • Task B: Prepare for Event #1
  • Task C: Readiness Review
  • Task D: Event #1

Rules:

  • Task A starts 20 days before Task D (SS-20days)
  • Task B starts 10 days before Task D (SS-10days)
  • Task C starts after Task A & Task B complete (FS)
  • Task D starts when Task C is complete

All goes according to plan, except when I try to link Task D, I get an error "These tasks can't be linked because they're already linked through another task chain"

MSP thinks this some sort of circular linking, but it is quite reasonable to say that these tasks start before this one and must be complete before the a review and that review must be complete before the event starts. And if the predecessor to Task D moves, the whole group should move.

Any insight on this or a way to get MS Project to do this would be helpful
