For this issue, we appreciate your help to clarify something:
- Did you enroll an iOS device to intune?
- Please make sure that Apple MDM push certificate is configured, and status shows active in intune portal.

- Please check if there is another existing management profile under Settings > General > VPN & Device Management. If yes, please remove it.
- Please try to use 4G or 5G to do the enroll and check if it works.
