@Daniel Miner Can you please verify what Azure product is hosting your application? There are Azure Virtual Machines, Azure Web Apps, and a number of other products where your app might be hosted. This is the first step that is important to address.
Since you tagged this as an Azure Web App issue, we will provide you steps on how to proceed troubleshooting for that product. We suggest that you start with the "diagnose and solve problems" blade within your web app.
- navigate to portal.azure.com
- Select your web app
- Select the "diagnose and solve problems" blade
- Locate the performance issues section and follow the prompts to scan your web app for any recommendations.
