They are using Azure Application Gateway as a proxy service here but as 403 forbidden error is received the issue likely due to the Web Application Firewall configured in Prevention mode. If enabled WAF rulesets or custom deny WAF rules match the characteristics of an inbound request, the client will be presented a 403 forbidden response. This either can be an issue with the website or the way the website is configured.
Do we have a concept for submitting issues to Azure Support that someone else might have?
I do not think this is possible as appropriate access to an Azure subscription is required before you can create a support request for it. In order to troubleshoot this issue, the owner of the Azure Subscription should create a support ticket with Azure as they will need to take a look at the backend logs.
