I know that Microsoft hosted agents have limitations regarding requirements that they can handle, such as .NET 6, etc. However, my company has some very specific build agent requirements. The Microsoft documentation states that we may have to utilize self-hosted agents to be able to handle our unique requirements. My question is if we need an entire on-premise installation of Azure DevOps/TFS in order to use self-hosted build agents in Azure pipelines?
