Microsoft excel 2021 Professional Plus Downgradable to Microsoft Excel 2019 Professional Plus

HI, My I need to buy some Excel LTSC 2021 pro plus licenses For compatibility reasons, he can only use 2019 If we sell him some 2021 license, how will he be able to download and activate 2019 using downgrade rights? Thanks

But based on my knowledge, the licenses for different versions of Office are different.
The keys to activate Office LTSC Professional Plus 2021 are different with those for Office Professional Plus 2019.

The Office LTSC Professional Plus 2021 does not have downgrade right.
