Upgrade sccm from 1702 to latest version

Hi dear expert
We've installed SCCM 1702 on Windows 2012 R2 and know we want upgrade to latest version of SCCM on Fresh windows 2019

so please let me know process in detail

    Yes, you want to migrate the old SCCM to the new hardware, so it's suggested to use backup and restore, you may refer to Jason's blog for the details:

    dear AllenLiu-MSFT is that possible to install sccm 2203 on fresh OS then remove existing Sccm 2017 ?
    if yes please let me know in detail !

    What you want is Migration to a new site, but it's not a great choice for the hardware swap-out scenario. Site backup and restore is the first choice.

    You can "upgrade SCCM to the new version first then do the site backup and restore" or "do the site backup and restore first then upgrade SCCM to the new version".
