How to create a functioning web application in central admin

Can someone assist with helping me thru the steps of creating a new web application via Central Admin. screenshots appreciated if possible.

Understanding the IIs, port, host header, How to choose an appropriate Database name and path are confusing as I'm new to this.

Ideal website name would be LG-Portal V2

I created a new web application called LG-GEC and the application and initial site show on my IIS manager. However, when I go to create the site collection in Central Administration, I get this error screen. I tried changing the Custom Errors to RemoteOnly but that doesn't seem to fix the issue.

Here's is what my web config file looks like. Custom errors has been changed to "RemoteOnly"
