SSRS 2019 Report Configuration can't start up

I have a Windows 10 pro 21H2 installed in the machine. After that I installed SQL Server 2019 Standard without any issue. Then I downloaded SSRS 2019, configured it as a Developer edition and installed it. However, when I tried to configure it I got the following error.

Report Server Configuration Manager (RSCM) takes longer than usual to open.

While RSCM was trying to open, I checked the event viewer and found the following error -

RSCM loaded after a few minutes with the following Status -

While configuring a new report server database, following events were observed, images attached -

Strangely, the same issue was found in RSCM 2017 and 2022 also. However, I require RSCM 2019 version to be installed in my machine.

    Hi @Hrishikesh Lele
    Do you already have a report server database on your SQL instance?
    If not, you try to make sure the SQL server service, Reporting Service and SQL Server Browser, RPC service are all running (you can set their startup type to automatic), or restart them. Or you can repair SSRS (execute report service.exe to repair) and see if it works. Or change Reporting Service to run with Local System account and test if it works.

    Dear Aniya,
    Thanks for answering.

    A new report server database is required to be created in my application.

    The four mentioned services are set to automatic startup and found running. Sorry, I couldn’t attach their individual status.

    Also tried to repair the Reporting service.

    I have already followed the link that you have provided.

    I have tried changing the NT Service account to Integrated Windows account.

    However, I am still looking for an exact solution to this issue.

    Please respond to help me sort it out. Thanks in advance.

    Hi @Hrishikesh Lele
    For the version requirements of the report server database, you can refer to this link: reporting-services-features-supported-by-the-editions-of-sql-server-2016.
    There may be many reasons for this error, and since the forum does not support viewing your report server environment, we may not be able to reproduce your error and give you the correct solution.

    Elaborating my case below -

    We have installed two new DELL workstations onsite in the production area for a pharma application. These are 2 qty in total, standalone, on premises machines.

    The operation from these two machines is responsible for controlling critical pharma process whose output impacts a very large group of consumers.

    So, lets take one machine and deep dive into its configurations. Pl note both machines are being configured in exactly the same way.

    Machine 1 hardware details : -

    OS - Windows 10 pro 21H2
    RAM - 32 GB DDR5
    Memory - RAID 5 with 3 qty 1 TB SSD’s
    Processor - Intel i5 12th gen 3.0 to 4.9 GHz, 12 logical processors

    Machine 1 software details : -

    Software configurations and installations have been done in the following manner -

    1. Windows firewall was enabled (Domain, public, private)
    2. Date and Time regional format was changed as per our requirement.
    3. No third party firewall/antivirus tools are installed.
    4. Windows update service is removed from the system.
    5. SQL SERVER 2019 standard edition ver 15.xx was installed in the system (it took very very long to finish the installation steps.
    6. Sql server reporting services developer & Standard edition ver 15.xx was installed in the system.
    7. There is one third party tool from Rockwell that is installed, which we usually do.
    8. Port 135 is okay and in listening state.

    The very first unexpected behaviour in the system was observed while accessing the web service url, generating the “https 503 not found error”

    The second unexpected behaviour was observed while configuring a new report server database with service authentication, resulting into WMI provider error/RPC error. This exact error info is shared with you in the following email.

    The third abnormal behaviour was observed while reconfiguring a new feature in the sql server instance. The setup program took more than 30 mins to open just the first setup page. Hereafter, every time we tried reinstalling the sql server 2019 std edition s/w, we faced the same issue. RAM usage is around 10-20% during installation of the sql server.

    My actual issue is with SQL SERVER and SSRS.

    1. Why is Sql server installation program
      taking such long abnormal time at every step to reach its completion.
    2. Why I am unable to configure a new report server database quickly. Usually it hardly takes over a min to complete this setup.

    Also pl note that the windows event viewer generates RSManagement.exe and .Net runtime error while configuring the report server database.
    .Net runtime version is repaired and updated from our end. Latest version installed is ver 6.0 for the same.
