Suddenly, from yesterday I started getting the message "You need to update your tax and payout information before you can charge money." while publishing an UWP Application. For Information we are using the same developer account which works fine till date. Our tax profile is also completed and validate as per the status shown from the dashboard. Any solution regarding the same will be very helpful.

Same thing happened to me. Support said it's a transient issue but this has not been resolved for me yet.

I have the same issue starting yesterday, still a problem after going through the required update of Taxes etc. and submitting the change which now shows everything Completed but the same message keeps popping up.
I've lodged a support ticket for it just a few minutes ago.
Not fixed yet.

I'm from India. I've the same issue. Raised a support ticket 4 days ago still problem not solved.

I too have been plagued with this problem the last couple of days and have also have submitted a help request (using the link given here). I am not sure how the accepted answer requires a discussion of tax information.
I have updated everything and have 'complete tick' next to "Tax profile status", "Payment profile status" and " Verification status" in the "Profile assignment" section of the Microsoft Partner Center dashboard. Selecting the "Hold my payment" makes absolutely no difference to getting the error.
I have submitted quite a few updates in the past and have no idea why this error should appear now only that I cleared out all previous versions from the current submission - not that I can really see how this could possibly make a difference.
I've an initial response from Microsoft:
"We have been alerted to your issue for support request #xyz. One of our support professionals will be assigned to you."
Same with me, all I was trying to do was put up a New Sale, nothing else had been changed.
Submissions for free trials don't have the same issue so it's likely about the revenue/tax.
I've gone through the same process as you have and also have everything showing the ticks and completed.
We will just have to wait until they resolve it.
I've been emailed by MS. They have asked for screen shots and a file from a program called "Problem Steps Recorder" (it's in the Windows Accessories Folder - I'd never heard of it either!).
I also got this message, I just record screencast and sent it to support a few minutes ago.
I sent them the screenshots 3 days ago when they mailed me. But still nothing happened may be due to weekends.
I had communication re the support ticket today asking me to use the Problem Steps Recorder.
So today I followed the instructions to use Private Browsing mode to go through the setup process having opened the PSR app.
I've sent Microsoft the recording which they can go through to help resolve the issue.
But when I stepped through the process this time it resolved the issue.
I changed nothing in the setup, but what I did differently this time was instead of clicking the cancel button to get out of the setup I clicked the browser navigation back button to exit.
The other difference being using the Private Browser mode which will be isolated from other session Cookies etc.
You also need to be a bit patient when you go through the steps because a couple of the next processes take a few seconds.
Don't know if this is a solution, but it's worth a try.

I updated tax profile and it is solved problem, I can publish submission but my tax profile still has status "Action required".
I did nothing new still problem is gone. I think they have solved the issue.
I think that was pretty quick considering it spanned a weekend.
What is status of your tax profile now?
It says Complete. Previously also it was saying complete.
Went out today. Came home and refreshed the page. All working now.
Did not do anything other than a page refresh, so I figure MS have fixed the problem.
Bad news for me. My tax profile now " Pending Microsoft validation". Looks like the best way was to do nothing.
I went through that on Sunday and it took a while maybe couple of hours.
Problem solved today now every thing is working fine.

I resolved this issue. But I still waiting for answer from MS why there Is Ireland in tax information.
They made a change in where the payment processing happens a while back I believe.
I have both US and Ireland in my list.
