Server 2008R2 Windows Update issue

Question

Hello,

I have a Server 2008R2 system which is not installing Windows Updates.

It appears that any update gets to around 79% and then the update gets stuck and then eventually the system reverts.

I have performed chkdsk C: /f

sfc /scannow reports no errors.

I have renamed the software distribution folders

I have attempted to install the most recent SSU: KB4523206

The system eventually responds that: "The update is not applicable to your computer"

I don't understand this response, as the update is not installed.

After suggestions on what to try next?

It should have produced

Something else could be broken. You could also try a repair install by running setup.exe from the root of install media, but I wouldn't hold much hope for it fixing anything. Time may be better spent standing up a new one, patch fully, migrate roles over and move on.

Both KB4474419 and KB4490628 are installed
