I created a web app with VS code, but when I go to Azure portal to check my app. It is not visible and it has been more than 24 hours now.

I understand from your latest screenshot (from Portal) you have only one subscription.
However, from your VS code screenshot you have two subscriptions ( beamstarcomputers and Pay-as-you-go). The WebApp “softrans” is under beamstarcomputers subscription/resource.Kindly ensure you're logged into the right subscription directory (switch directory from the Azure Portal) or review and login to the right account associated with the subscription.
Just confirming, despite the WebApp not appearing the Azure Portal, are you able to the access/navigate to “softrans” webapp fine, from the web browser.
Kindly let us know how it goes, I'll follow-up further.

Let me try to switch directory and see -

Also, I see your WebApp is loading fine now. Kindly let us know, I'll be happy to follow-up on this further.

From your screenshot it appears you created the App Service in a different subscription than what you are looking at in the portal. You looking at subscription "Pay-As-You-Go", but the subscription you created the new app service shows as "beamstartcomputers". Please check in your other subscription and see if it is there.
