Unable to create User VPN Configuration profile

Am need trying out Azure VPN for Windows 10 and wants to test the P2S with Azure AAD for a customer and I create a Azure trial account and followed this guide:

And under section: Create a new User VPN configuration step 3 system just throws me this error:
Failed to add User VPN configuration 'AzureVPN'

Azure Support (Chat) has check all the part they have access to, and just found an error in the backend:
"I can see that vpnServerConfigurations/write has been failed."

But without any resolutions how to resolve this, are unable for further assist and request that I post the problem here to get more assistance from Microsoft!

So MS, how do we resolve this?

@Fredrik , Can you check whether these values are provided exactly,
audience - Type in the Application ID of the Azure VPN Enterprise Application registered in your Azure AD tenant.
Issuer - https://sts.windows.net/<your Directory ID>/
AAD Tenant - https://login.microsoftonline.com/<your Directory ID>

Yes, (I assume that Directory ID is the same as Tenant ID!)

I even delete the Azure VPN Entprise APP, re-added it ++. But it still throws me that errors.

@Fredrik , I have tried this lab and can pass through without any error while creating User VPN configuration,

Looks like you might have provided incorrect details while configuring It. Please do reach out us if you need any help regarding this configuration. Directory ID refers to your tenant ID.

I understand that its working in your lab, I suspect that there is an error in my Azure tenant which prevent me from adding this, and I even created this on a different Azure tenant it is working, but its a lot of work scraping my test tenant and create another test tenant with a different domain because no one can figure out why this is failing....
