fedration of different Azure Active Directories

Hi

We have 4 different Azure tenants. 1 tenant has our office 365 licenses (email, team, SharePoint etc) but does not has the Azure Workload. rest 3 Azure tenants have different Azure work load and different applications are developed/hosted on those tenants.

1 custom application(time attendance) is hosted on one of 3 tenants and to provide access to our internal users they have created guest IDs on this tenant.

here question comes that it is possible to fedrate all the 3 tenants with our main tenant where our emails ID are created and users are synced from our OnPrem Active Directory?

Need guidance please if possible then how?
