Unable to assign Defender P2 Trial

Hi - We have Defender P1 but it is not doing enough for our security needs. I wanted to trial out P2 before purchasing a product outside of Microsoft. I was able to enable the free trial and when it came to the question "Do you want to assign to all users or individuals?" I selected individuals because I wanted to test it on a small group before it went out to everyone. Now that I am satisfied that it will not cause issues, I want to expand it to all users but I am not able to.

  1. Is there a way to get back to that question to enable for all users? I do not see that option anywhere.
  2. If I cannot complete #1... I tried to assign to a group of users, it fails with an error. I then go and select 3 users in that group, no issue assigning. If I have to go through and assign to our 2000 users, I will do that but hoping there is a much easier fix. Below is the error, our users are on F3 and Premium licensing.

    As per your requirement I see that you are assigning a license to group of users. This will be considered as Group base licensing. To get answers to your questions you can see below,

    1. There is no way you can get back where AAD will display the question "enable for all users".
    2. This error comes up because P2 license is dependent on service plan exchange online archiving, exchange online kiosk, exchange online.

    This means you can assign P2 license to users in a groups who already have "exchange online archiving, exchange online kiosk, exchange online" licenses assigned.
    The error that you get as above is a dependance violation. P2 license is dependent on exchange online archiving, exchange online kiosk, exchange online. You can only assign this license to users who already have exchange online archiving, exchange online kiosk, exchange online licenses.

    One of the products specified in the group contains a service plan that must be enabled for another service plan, in another product, to function. This error occurs when Azur AD attempts to add/remove the underlying service plan,
