"No app ID" is part of the error messages customized by the Dev Team, so we may not have the ability to know what it really indicates.
If it does have something to do with VPN, I have 2 suggestions for you:
- (Workaround) Use a separate browser for your identity authentication. Make sure the browser you use for this one has no proxy server configured. Command line options like
--no-proxy-server
and a relevant group policy ProxySettings can do this job for you. - Contact your university's IT group or the Dev Team who have developed the application. They have the knowledge to better explain the error "No app ID".
