Why does my pc use a low percent of my Gpu and Cpu while gaming?

Whenever I play rust i run at barely 60 fps on medium to high settings, but my pc only uses 30% of my gpu and cpu. I know it could run way better if it used more, but I don't really know how to exactly do that. I have a RTX 2060 and a Ryzen 5 2600 with 16 gb of 2666 mhz memory. Temps arent a problem either. If anyone knows a fix, please let me know.

    As long you get a steady 60fps with the quality you like, ignore CPU usage. You need to change the GPU settings to higher but not CPU.
