CD burning not available for users other than the Administrator

Dear community! I have a problem with Windows 2019 Server standard system: The builtin CD burning function (along with the "Send to the CD-RW" feature in the File Explorer) is available for the System Administrator only. The normal users, nor the admin users can't burn CD. But the System Administrator can do it, without any problem, and it has the workable "Send to..." menu item in the right-click menu. Please help, what the solution for my problem?

    Sounds good, rsop.msc is a read-only tool for status only. I'd suggest starting a case here with product support.

    What happens when you try? Might check for policy restrictions. you could run rsop.msc and compare the results for the users.

    @Anonymous : When i login with the Administrator account, start File Explorer, right click any file, and click "Send to...". In the appearing menu there is an option: "DVD-RW". If i click it, the file is copied to DVD-RW drive, and it is possible to burn it to the optical media. Also, the drag and drop the file to the DVD icon in the "Computer" is workable, the file will be written to the optical media. If i right click the DVD-RW drive's icon, there is a format and eject options, and these options perform their function without any problem. If i click "Properties", the Cd Writing tab is exist, and functional. In other words, the CD burning is fully operable.
    When i login with other account (with or without admin level), the "Send to..." menu does not contain the DVD-RW option. The drag and drop is not working, nothing happens. If i right click the DVD-RW icon in the "Computer" in the File Explorer, there is no format option, nor eject option. If i click the "Properties", the CD writing tab is missing.
    It seems, that the CD writing possibility is disappears in the case of other users than thr Administrator.
    The Windows is freshly, clean installed, without any manual tuning, setting, only the user accounts was generated, nothing more.

    Might check with the hardware vendor about support for DVD write operations with Server 2019. Generally speaking, I've only seen this on a desktop OS.
