SharePoint download .xlsx by default

We are currently running SharePoint 2019 on-premise and have a configuration question. We have a library with a few .xlsx documents available. Currently, our users can click on the file name in the repository, and the file will open on the server via Excel. We do not wish to have this setting, instead, we would like the file to download as the default action (instead of downloading through the ellipses).

Is there a setting that we can change on our SharePoint site that will change this?

This is browser dependent. If using Internet Explorer, you can set the library under the Library Settings -> Advanced to open in the client. Clicking on the name of the document will then open in Excel desktop. If not using IE, the behavior will always be opening in the browser first, but you can click on the ellisps next to the document name and select the option to open in the client.

Alternatively, you can suppress opening in the client via a New-SPWOPISuppressionSetting for that file type, but this is a farm-wide setting.
